Tri-State sponsors, participates in Southwest Renewable Energy conference

Utilities, public officials, and developers gathered at the Southwest Renewable Energy conference in Santa Fe for two days to discuss renewable energy technology, policy, and application in the southwest region. Tri-State, its member co-op Delta-Montrose Electric Association, and various other entities sponsored the conference.

Several speakers mentioned the success to date of member United Power’s Sol Partners Cooperative Solar Farm. Tri-State’s Cimarron I solar project was also highlighted as the largest plant of its kind in the nation.

Senior manager of Communications and Public Affairs, Lee Boughey, participated in roundtable discussions on utility renewables efforts and greenhouse gas management strategies.

Route refinement workshops held for San Juan Basin Energy Connect

Route refinement workshops were held September 21 and 22 in southwestern Colorado and northwestern New Mexico for the San Juan Basin Energy Connect project.  Approximately 150 landowners and other interested parties showed up for meetings in Ignacio, Colo., Farmington, N.M. and Aztec, Colo.

Engineers, land rights specialists, project planners, and agency representatives were on hand to answer questions and address concerns.  Attendees were interested in the project’s progress and viewed the transmission project’s overview maps.

Landowners and other interested parties submitted comments on the project overall and specific route options.

Flight operations team earns top safety award

Tri-State’s flight operations facility located at the Rocky Mountain Metropolitan Airport in Broomfield, Colo., recently joined an elite group of organizations by achieving top status in the Voluntary Protection Program. The VPP recognizes companies with exemplary health and safety management systems that maintain injury and illness rates below the national average for their industry.

In August, the Occupational Safety and Health Administration (OSHA) notified Tri-State that the flight operations team had earned the prestigious safety and health award.

“You have joined an elite group of organizations that provide exemplary occupational safety and health protection and serve as models for others,” wrote OSHA assistant secretary David Michaels in a letter to Tri-State chief pilot Gary Sumner. “OSHA has learned that this approach to worker protection can save lives, reduce injuries and illnesses, and promote cooperation and communication in the workplace,” he wrote.

“This was totally a team effort by the entire department with every one of the pilots unselfishly contributing to the project and buying into the philosophy of it,” Sumner said.

Tri-State’s flight operations joins the association’s Escalante Station (Prewitt, N.M.) as a VPP facility. Escalante garnered the recognition last year and was the first coal-based generating station in New Mexico to earn the award.

VPP recognition is considered to be the top rung of OSHA compliance and recognition, and national statistics support the overwhelming success of the program. In fact, the average VPP worksite records days away and restricted job duty at 52 percent below the industry average.

Tri-State board approves 2011 budgets with no change in rates for coming year

Tri-State’s board of directors has approved the power supplier’s 2011 operating and capital construction budgets, which include significant investment in its transmission system to serve member loads and support system reliability throughout Colorado, New Mexico, Wyoming and Nebraska.

“As a member-owned, not-for-profit utility, Tri-State remains focused on affordably and responsibly serving our rural cooperatives’ electric needs,” said Tri-State executive vice president and general manager Ken Anderson. “We continue to bolster reliability, ensure environmental performance and invest in transmission and technology development that is key to our future.”

Tri-State’s 2011 capital construction budget includes $299 million for projects, including $160 million in transmission investments. Tri-State’s 10-year capital outlook for transmission estimates $1.2 billion in investments to ensure the association can meet member needs across its four-state, 200,000 square-mile service territory.

While several other utilities in the region are implementing rate increases, Tri-State’s 2011 operating budget of $1.2 billion calls for its wholesale rate to its member co-ops to remain stable – holding for the third consecutive year at 6.5 cents per kilowatt-hour.

Nucla-Sunshine transmission project on track

The Nucla-Sunshine transmission line is currently under construction in southwestern Colorado. At the end of August, contract construction crews had completed stringing more than 10 miles of overhead line along the right-of-way and cable crews had excavated and buried nearly 3 miles of underground conduit.

The year-end goal for this three-year project is to complete approximately 20 miles of overhead line between the Nucla Station Switchyard and the substation near Norwood, Colo., and complete underground trenching installation along Specie Mesa and the west end of West Wilson Mesa.

Colorado co-ops energize State Fair livestock sale

For the fifth straight year, Tri-State teamed with Colorado’s Touchstone Energy Cooperatives to sponsor the Junior Livestock Sale at the Colorado State Fair in Pueblo. The 2010 bidding totaled $359,675, up $9,175 from last year.

The event featured the top rabbits, hogs, steers, chickens and lambs, all raised by 4-H and FFA youth from across the state who sell their animals to the highest bidders. The kids use the proceeds to help fund their college educations. This year, Tri-State executive vice president and general manager Ken Anderson attended the sale as a member of the Denver Rustlers, a group of Denver-area businessmen and political leaders, who collectively were strong bidders at the event.

“The Colorado’s Touchstone Energy Cooperatives Junior Livestock Sale is the culmination of hard work and dedication by Colorado’s youth exhibitors. It is always a wonderful experience to see these very generous buying groups support today’s youth,” said fair general manager Chris Wiseman.
